(1) The center to be established according to the Act and this regulation should fulfill the following criteria:-

(a) Having a physical structure with minimum basic facilities to keep the victims,
(b) To provide counseling services including psychosocial counseling and health services to the victims,
(c) To provide or arrange for the treatment of the victim as needed,
(d) To provide legal services to the victim as required or arrange for the same,
(e) To be able to provide necessary education to the victim.
(2) The center shall follow the rehabilitation center operation guidelines issued in accordance with clause (j) of sub-rule (1) of rule 4.
